Meal vouchers, real estate loans… What will change on October 1, 2022

Every beginning of the month is marked by the entry into force of new functions. After the fuel discount or student grant in September, next Saturday October 1, 2022, there will be changes on the side of restaurant tickets or even mortgages. Overview.

The wear rate will increase

The dropout rate will go up next Saturday. What does that mean? Credit institutions will be able to provide loans at a higher rate.

The Banque de France recalculates the wear and tear every quarter. She announced in September that she was going to increase it “well proportioned […] in consultation with the Ministry of Economic Affairs and Finance ».

“This will make it possible to resolve, in accordance with the law, the more difficult situations of access to credit identified in recent weeks”, adds the Bank of France. Given that interest rates are currently rising faster than usurious rates, the number of files for loan refusals by banks is said to have exploded.

Since 1 July, the usurious interest rate for a fixed-rate loan with a term of twenty years or longer has been set at 2.57%. On 1 October, this maximum statutory mortgage interest rate will be reduced to 3.05%, the Banque de France announced on Wednesday 28 September.

The ceiling for meal vouchers is rising

From Saturday it will be possible to pay up to €25 per day with restaurant vouchers (restaurant vouchers, lunch vouchers, etc.), compared to €19 currently.

This measure was passed as part of the Finance Act with the aim of supporting the purchasing power of the French. This increase would initially take place on 1 September.

Also note that since August 18, the list of items that can be purchased with restaurant vouchers has expanded to include food items that require cooking, such as pasta, rice, fish or meat.

Haze around the technical control of two-wheelers

The date of October 1 is also important in the delicate file of the technical control of two-wheelers. In May last year, the Council of State ruled that postponing the entry into force of this obligation was not allowed “not justified” after October 1

However, this summer the government withdrew the decree of August 2021 establishing this technical control. Accordingly, the Ministry of Transport has assured: The Voice of the North in mid-September that drivers of motorized two-wheelers who have not carried out a technical inspection will not risk a fine after 1 October.

Contacted by West Franceexplains the Ministry of Transport that: “alternative measures” were introduced to comply with European regulations, in particular driving license reform, improving infrastructure and experimenting with noise radars.

He indicates that other countries have not introduced the European technical inspection obligation for motorized two-wheelers: Finland, Ireland and the Netherlands.

Vaccination against flu and Covid-19

A little later in October, on October 18, the vaccination campaign against seasonal flu 2022-23 will start, according to the official website of the French government. Until November 15, it is reserved for people at risk, namely: people aged 65 and over, people with chronic diseases, obesity, pregnant women or even health professionals.

The High Authority of Public Health recommends combining this vaccination with the one against Covid-19. Health Minister François Braun announced on Tuesday 27 September that the new vaccines against Covid-19, adapted to the Omicron variant, would be available from Monday 3 October.
